Notary Kour Reports Trouble

Logged today Notary Kour reports an incident today where she saw a halfling she knew by the name of Mara openly state that an elven woman *She describes Niennas appearence* with grey hair and skin and a maroon coloured dress beat her in the past.
The conversation was loudly discussed infront of many people, she recalls seeing Dom, Phantom and several others there to hear the words said.
She feels concerned because of the way Mara said it, and believes that the elven woman was badgering her.
She requests orders on how to handle the matter.

A frustrated Kour returns to state she heard a very open confession in the exact quoted words from Nienna's mouth:
"It was- while regretable, necessary at the time. I fail to see the issue."
She would like to request permission to arrest the elven woman immediatley on the subject of confessing openly to striking someone.
Notary Kour also logs down the information of the conversation that lead up to that comment:
- Elven Woman: Mara, this is unfair- I thought we were on good terms.
- Mara: oh- we are-
- Elven Woman: Then why are you asking jall if she spoke with me, or- acting as if you are?
- Mara: You beat the crap out of me cause of one bad thing I thought of doing, and now ive actually "done" alot of bad things so I really dont want to talk about it....
At this point, I interjected.
- Kour: Whats this about beatings?
- Elven Woman: I thought that- What did you do?"
- Jall (another halfling involved): Nothing
- Elven Woman: -Addressing Me- Pike off, Berk.
- Jall: We dont need a harmonium getting involved with personal matters, with due respect Kour.
- Kour: I dont like your attitude -I was addressing the Elven Woman, then I turned to Jall and Mara- but ill trust your judgement, Jall. Mara, take it easy... if you need anything, ill be at Khazeets.
At that point the conversation ended, I went to file my inital report then came back to hear the sentance mentioned afterwards.
- Mara: Its hard to explain. Just leave it, im over it now.
- Elven Woman: It was- while regretable, required at the time. I fail to see the issue. And- you are not, though, perhaps best you say so.
At that point I stopped listening and went to file the second report. As it stands, im unsure how to act, I will note all of this I overheard while not on duty. I await further orders.
