While I agree with the sentinent that the elven woman Nienne is one to be watched, unfortunately the system of law in Sigil neccesitates that there is an accuser, and an accused. In the other possible scenario, the Harmonium can act the as the accuser on the grounds of lawbreaking, yet it also fall apart because while you may have heard comments in passing, they are not sworn under oath and it is the right of any citizen of Sigil to decline testimony in any case that does not classify as Major Crime, which would put the evidence upon which the trial would based as circumstancial, at best.

That said, should you find that Miss Raven desire to press charges and see the perpetrator punished for her crimes, you are free to conduct your own investigation, and I will await further report.

The Elf, Nienna, struck her after being provoked by the halfling Mara.  The halfling apparently is known to say things that can be provocative and difficult to tolerate by all parties and the subject in question was one that apparently the elf was severley sensetive too.

Jall notes that bringing up this case would likley do more damage than good.  She also wishes no ill will against Nienna and feels it would only make Mara's situation even more difficult if the case was given full prosecution.

I will politley withdraw from further investigation, but I will leave with my own feelings noted that id like to say this woman is a risk.  Kept unchecked, risks will only escalate into dangerous problems and id like to take the "prevention is better than inaction" approach to this risk.

For that reason, I am noting down this incident as part of any future testimony given against the woman in a criminal case.  Thank you for your time and I will have no further involvement unless the woman is seen again commiting a crime.

It is unbecoming of an officer of the Harmoniun to file reports based on bits and pieces of overhearing conversations, and filling in the rest with speculation. After examining the exact words quoted, I have come to the conclusion that the words used during this conversation are exceedingly vague, and fail to provide adequate backbone to any beliefs you may have held.

Another glaring misfire in your abilities of perception include the sentiment that this elven individual was - as you say- badgering the others. Indeed this viewpoint was refuted later on in the quote you cited, as the citizens did not wish to involve you in their personal affairs.


I must remind you that it is the duty of the Harmonium patrol to prevent and/or stop crimes from being committed. Indeed, as you gain experience on the patrol, you will learn to better differentiate between actual misconduct, and a situation like this. Nonetheless, your hasty filing of this report, as well as your abundance of baseless speculation will be taken into account if and when considering your promotion (or lack thereof).

From now on, I ask that you focus more on blatant crimes being committed (which there are no shortage of), rather than focus on drawing speculation after hearing bits and pieces of dialogue - leave that to the more experienced Harmonium officers and official investigators.
