Ladies, Sirs,

I was approached by Justice Andor concerning a closer cooperation between the factions of the Triad.

Administrator Arnders was present as well and we agreed upon the following concept which I hereby forward to you for discussion:

A team will be formed including members of all three factions. All factioneers will only work within the authority given by their own faction but can call upon assistance from the other Triad members easily, without having to go through the usual often complicated and slow channels.

Liasion personnel will be exchanged with each faction to make things running smoothly but of course the members of this team are still only working within the authority given by their own faction: A Mercykiller can not speak judgment or arrest, for example.

Members should be willing to work with each other as well as competent, I suggest finding suitable volunteers.

The purpose of this unit is to make work easier for all factions involved and to allow us to react quickly in the case of emergency. For reference see the files about the unit led by Mover Cass in the past- as a former member I witnessed its effectivity.

Sir,

I will keep you informed about the ongoing negotiations with the Fraternity and the Mercykillers and of course I also volunteer to participate in this new inter faction group.

As things have now calmed down a bit after the recent invasion I also want to apply for additional training on Arcadia, to qualify for a rank fitting my responsibilities.

A few days later, Hograth receives notice that his application for training to assume the position of Measure III has been approved.

Hograth takes a day to delegate his usual duties to his subordinates then he prepares to move to Arcadia again- this time to learn, not to train or advice.
