I. The Spectre
After investigating a local group of cultists, a ghost appeared in Undersigil, calling out to me and Neri, the elven female I was with. She appeared to jump around, as if distorting reality itself.
With her build, she was a female human or elf, clearly humanoid. The encounter was too brief -- and her form too distorted -- to get a clear look at her features. Neri and I saw the ghost, but no one else in Undersigil did.
Here is what she said:
"I don't want to go."
"Please."
"Don't let them take me."
She then turned to look at Neri, when asked where she didnÂ’t want to be taken.
"Harbinger House."
After that, the ghost continued on its way, and disappeared, saying one last lineÂ…
"I don't want to go."

II. Wielding Weapons In Public
Name: Unknown
The man, perhaps human, is covered in heavy armor -- with a skull in front of his face, and a black hood around it. He has the symbol of Nerull on his chest, the reaper.
Twice now, I have seen him with his scythe out, in public -- and twice now, he has refused to put it away. I am unsure if this warrants arresting him, or forcing him to put away the weapon by assaulting him -- but the fact remains, he owes a few fines to the courthouse.

CLASSIFIED REPORT
*Only for ranks of Movers or Higher
III. Fire in the Lady's Ward
Alarm gongs rang to indicate the Satin Slipper had set fire, in the Lady's Ward. Several were rescued from the building, but the building was not saved. What remains is a smoldering husk. Dace, a Mercykiller, managed to put out the fire by summoning a water elemental.
From what I could tell, the fire started from a stockpile of alcohol, with a chemical residue suggesting alchemist's fire likely started it.
Suspects:

Other Details: Held a rivalry with Andrea, business did not do so well. Gives him a motive for the crime. Works in alchemist's and magician's shop in lower ward.

IV. Drilling in the Great Bazaar
Name: Bandernim and Co in Lantan
Lantan is a island-nation on Toril, across the trackless sea from Faurun
Two gnomes drilled straight through the middle of the bazaar, in their drilling contraption. They claimed they were aiming for the elemental plane of earth. During this time, a Mercykiller Justice was stating the specific sums of jink they owed, despite their being no arrests and no court hearing to prove their guilt. Still, they were informed of their crimes and directed to the Fraternity, to dispute specific amounts.
After trying to calm nearby citizens, I directed the gnomes to the lower ward, knowing a portal to the plane of earth was there. They made it in one piece, surprisingly.
Indictable Offenses
