I have received a report that one of your Harmonium officers was murdered nearby the Mortuary within the last twelve hours. One of my subordinates, Justice Leona Fiora, witnessed the crime and tried to render aid to the fallen officer. Here is Justice Leona's account of the events.
"Upon leaving the mortuary, I witnessed the murder of the Harmonium officer (describes the officer as best she can) right in front of my eyes with a crossbow bolt. Within but a moments time an unknown person (describes the face and appearance of Varnia Keryn) approached the fallen Harmonium officer crossbow in hand from the direction the bolt came from and began looting the officer's corpse, taking his badge and I am unsure of what else. She was accompanied by a Mauric(she would describe Mauric Ashtoret) who I am convinced likely aided her in killing the Harmonium officer as upon further observation the man had sustained much more than a crossbow wound.
I attempted to retrieve the badge of the officer and detain the two. They argued I had no authority to detain them as I was not a member of the harmonium. When the woman attempted to flee I stunned her, shackled her arms and ankles, and was about to carry her off when Ra'zeth and some others approached. The shackled woman used some kind of magic to teleport onto a roof out of my arms still shackled. I attempt to ascend the roof to retrieve her when Ra'zeth grabbed me from behind insisting he was to tax me for exceeding my authority.
In the time it took me to get free from his grip the woman had dove off the roof into the ravine and somehow disappeared. Ra'zeth showed me his license to tax from the Fraternity and I said we could dispute the validity of the claim with the courts."
Justice Leona later went to locate the body of the officer, which had been taken by the Dustmen. She reports that the body has disappeared and the Dustmen are unaware as to how.
You have the full cooperation of the Mercykillers to bring this Notary's murderer to Justice. We do not take kindly to an attack on our allies and will aid the Harmonium in any way we can. As Justice Leona has always had friendly relations with the Harmonium and has never hesitated to assist your organization, I would in the future appreciate your support to stand beside us in the formation of the joint unit proposed by the Fraternity once this matter is settled.
Please contact me if you have any further questions or requests.

Notary I Ta'Kan of the communication and internal affairs department answered promptly.

I'll leave one of the officials actually get in contact with you about this whole case as soon as they can. I'll personally ask those involved to come to the barracks and tell their version of the story.

Charae receives a reply back from a Harmonium Mover. The messenger who delivers it is full of many apologies, and excuses about how it was lost under a giant pile of papers on someone's desk.

Factor Charae,
Thank you for forwarding Justice Fiora's report to us. We are currently investigating the deaths of three of our notaries who were in pursuit of a possible anarchist in the Hive. Your cooperation in this matter is appreciated, and I request that you send Justice Fiora to the Barracks to give her report directly to the Measure in charge of the investigation.
Sincerely,
Mover Xavier Bassem

//You don't have to type out the report again, unless you really want to.
Leona is asked once again to give her account of the incident. They question her in detail on the descriptions of the people involved.
Afterwards, patrols are given instructions to keep an eye out for someone matching the description of Varnia, and to bring her in for questioning as a suspected murderer.

I hope this letter finds you well. Is there any progress on finding the fugitive? During a summit, the doomguard Mauric Ashtoret claimed that the individual perished in the river. While I doubt this is the case, I could have Justice Leona accompany the Harmonium to the Mortuary to identify if the murderer is indeed dead if needed. Otherwise, I am only left to assume the murderer is alive and still at large. Please inform me if there is anything the Mercykillers can do to assist in this matter.
Respectfully,

Initial inquiries at the Mortuary did not uncover the body of the murderer, nor have we been able to locate her. It is possible that her body has been recovered in the past few weeks, so if you would like to send Justice Leona for identification, we can make another trip to the Mortuary.
Sincerely,
Mover Bassem
