The Doomguard tossed around the word War like it was something we needed to expect. It's coming. They are demanding it. As an old soldier familiar with all aspects of open warfare, if we do not act decisively and properly, increase our troops and prepare, they will catch us off guard again and we will suffer for it. As much as I abhor these two Factions, I am not foolish enough to underestimate them. They will make us suffer if we do.

Also. during the hostile incident outside the Barracks today, it was noted that the Mercykillers had a large contingent of troops on site, led by one Factor Charae. I had asked, and then ordered them to disperse as we had the situation under control as is our duty. They refused to comply even though their presence only enflamed the situation and put our people at risk.

I would request you send a reminder to the Prison that crowd control, protection of the streets and security is our mandate... not theirs. If they are not officially requested to be on site in an official capacity during such a situation in the future, they are to disperse and return to their duties when ordered to do so. In the future, I will have them detained if they refuse to comply with our orders during what was a state of emergency outside our Faction Headquarters.
