Complaint From The Mercykillers

Measure,

I today had the visit of the Mercykiller Justice Rozalina Zavoran who wished to report me an incident :

A few weeks back she was standing along with one of her namer at Khazeet's where she was, I quote : "heckled by a mob" including the man known under the nickname of Phantom. Then a Lich known as "Grey Vizier" used a spell to shrink her namer, she ordered it to stop but the Lich mocked the namer and her attempts at dispelling. Then she continues saying, I quote "It stated that if it wished to hurt me it would simply destroy me". Then one of us arrived, the Justice identified her under the name of "Anikva" (dark-skined and feather winged. The justice said she probably was of the rank of Measure). The then said, that the Measure told her to stop threatening people, the justice then tried to correct her, while the Lich confessed what it did to the namer, but the measure preferred to, I quote "stand there arms crossed", while the mob continued to threaten the Mercykillers, however the Justice noticed that the, I quote : "threats died down when she was there". When I asked if she found the attitude of the said Measure unacceptable, Justice Zavoran answered on these terms : "I found her lack of desire to see to a confessed offence unacceptable, I tried beyond that to simple be civil". When interrogated, the namer confirmed the facts.

The lost of offenses are the following : Unauthorized use of Magic, Dangerous Behavior, Disruption the Peace. I recommend that the said measure get examined by our services as she didn't fined the Lich for its crimes. I also recommend that the man Phantom gets fined for disrupting the peace.
