Notary Mark Cuth files a report on a small altercation several days prior

Incident: Bazaar Disruption, Destruction of property, Excessive force
Detail of Event:
During my unit's regular patrol of the bazaar we turned the corner past Khazeets and came upon a brandishing a longsword over a cowering large zombie. The construct then proceeded to hack apart the unresisting undead. Three smaller zombies were left untouched on the ground repeating ”Brain”.
I instructed the golem to desist and sheathe its weapon, the construct was belligerent and refused to comply at first. The group explained that the large zombie grabbed the gnoll, however they failed to explain neither how the undead was on the ground nor why dismembering it was necessary. During this questioning the gnoll, “Gnolls Royce”, retrieved a brain from his pack and gave it to the remaining zombies. The undead seemed fulfilled and managed to right themselves before stumbling off towards the Festhall.
On the the undeadÂ’s body were papers (attached) registering it to Factotum Briank of the Dustmen and noting the trope was meant for courier duty.Â
Actions Taken:
The construct was informed that it had three days to report to the Barracks for questioning with its appointed legal aide “Gnolls Royce”, or officers would dispatched to detain him for questioning.
Two fellow notaries followed the intact undead to the festhall, where a portal opened near one of the exhibits. The undead exited Sigil with no further incident.
Factotum Briank was questioned on the matter and angrily who angrily (As emotional as a dustman could) explained he had been told to retrieve a package from a gnoll in the Bazaar, one extra-planar brain. He also informed me that replacing the ruined zombie would cost no less than 500 jinx to replace.
Suggested Recourse:
It is suggested that this construct is examined and questioned based on its seemingly violent tendencies and disregard for authority figures. The owner of the construct should be fined for not only the replacement cost of the zombie, but also on account of its construct’s actions. A similar fine to a sentient individual can be no less than 50 jinx and no more than 500 jinx, depending on the situation and likelihood of similar behavior in the future.
