Is it possible to get a list of laws, rules or so on that the Harmonium enforces?
Its kind of hard to enforce the law when I dont know what the law is, aside maybe "Break up fights"

((Not sure where to find a list of laws. Actually. not even sure if one exists, but I guess common sense prevails for the most part.
Of course you can add your own flavor to it:
An evil Harmonium officer may try to impose one's authority in order to get people to act in a certain way:
Evil Officer: "I don't like the way you're looking at me, berk. Something tells me you're the burglar who just robbed X. You better return me the jink you stole or I'll take you in!
Whereas a good Harmonium officer may go after his way to help those who have been 'legally' wronged:
Slave for sale in the bazaar: "You've got to help me, I have a wife and children, I signed a Baatezu contract by accident, and now I'm in this mess!"
Good Officer: "I'm afraid I can't stop this selling of slaves, but I'll see if I can buy out your contract and set you free."
Both the above examples would be wildly different styles of playing a Harmonium officer, but I think both are very valid. Don't hesitate to make up believable or even semi-believable laws by yourself - the Harmonium are widely disliked for a reason
Finally, if there is a nuance in the law which is a point of contention or confusion, or one that isn't common sense - a DM can clarify. ))

This is something I've been trying to find for a while, but it's a journey without end. Common sense, and if you ever doubt something, ask a superior since most of us have tried to deal with various situations at various times :)
But yeah, one day I think I will actually start to record laws down so we can use them effectively.

Really, the only "official" laws that have been made to this point, and I still am not sure if some DM actual codified these or they've just been determined by agreement of the player base, are:
* Running around Sigil with weapons out
* Attacking others in Sigil
* Casting spells on others in Sigil without permission
Now, some Harmonium players have taken this up a level, saying that some other things (casting light on inanimate objects, summonning creatures, animal companion not on a leash, lesbian tiefling PDA - oh wait, no, not that last one) are against the law. I think a lot of this depends on the players playing, because the entire concept of being arrested is one thing that can drive some people over the edge. Really, this is almost something that should probably be worked out ahead of time (just a quick tell of "you mind if my Hardhead gives you crap about X?") can save a lot of grief there.
And I really don't think there ever will be codified laws, because we dont' want Harmonium players inundated with "Needledick just did X, you should arrest him", and we as DMs don't want to have to enforce that.
