As you have said, my opinions may be able to hold some value despite my rank. It is my hopes that you infact consider my suggestion
For too long criminals have been able to hide behind locked doors and in dark corners of Sigil, my proposal is that a new unit be created. This particular unit would specialize in picking the locks of these doors and tracking down these criminals into whatever hole they may be hiding in. But there is a complication to this proposal. A complication that may even cause you to burn this note as you read it...The law.
The law has stood as a major barrier between the Harmonium and it's wanted subjects. The law is the reason as to why the criminals can rest at ease that the Harmonium won't be able to follow them through these locked doors. I am not suggesting the entire Harmonium throw our core value away, but rather that this particular unit be subject to exemption for the purpose of carrying out these raids and searches.
This unit would consist primarily of Rangers and Rogues, though any who can pick a lock, hide, or move quietly among the shadows would be suitable candidates for this role. Their identities are to remain a secret and they are to continue as though they were any typical guard unless they are required to perform one of these acts. The unit itself could only be described as para-legal, they are to be subject to only the most rigorous training and to be given the best equipment allowable under the Harmonium's budget. The men of this unit could also be used, to my belief, exceptionally effective infiltrators into the ranks of the enemy.
I understand what the creation of this unit would entail. That we are becoming much like the Anarchists, but it is to my belief that it is the best way to combat those that hide in the shadows. They are mice that scatter around in the dark, and this unit could be the cat that is able to move quietly enough to hunt them.

Christoper reads through the letter a few times before sitting back and interlocking his fingers together in thought.
The namer had some solid ideas, he had once thought the same thing, but with a new promotion came a new line of thought, new things to consider..still..the namer had an interesting thought.
He inks a letter to the namer.

I thank you for the idea and the recommendation, it is very similar to avenues I considered during my duty as a rank and file. I am not going to say no to the idea but I can tell you this, through the law, we establish Harmony and it is the law that protects us and those within this great city. We do not break the law to uphold it, to do so would cast a foul light upon our already distrusted and laughed at organization, such lines of thought in the past have likely been the result for our current, rather unsavory nickname, at least this is my initial thinking.
I will make this short by saying no matter what door the rats hide behind, no matter how tricky the lock or how dark the corner or alley the filth hide in, they will all eventually learn that no door is to thick, no lock to tough and no corner to dark to resist the tide of balance that is the Harmonium, and that through our might, we WILL have Harmony for one and all. I thank you for your input and i will forward your idea to the rest of the higher ups, there are political aspects that must be considered, trust me I'm learning that fact very quickly in my new tenure as Measure. I dont want you to get disheartened, i personally think your idea has merit but its not in my power or place to give consideration to such an initiative, but again...thanks for the input.

The ORIGINAL letter is passed directly to the higher ups, directly to their office when one of them is present, full credit is given to the namer for the idea. He does not keep a copy of the original or his response, eliminating the chance that someone may stumble upon said copies.

A second letter finds its way into the same spot within Cryptbane's office. It reads as follows.

I understand that you are unable to form this unit and I had not expected as such but rather that you pass the suggestion up the chain of command. Allow me to also add a few bits of information that I believe you may have been concerned about.
This unit, it's members and it's entire existence are to be kept a secret and any implications of this unit being of affiliation with the Harmonium are to be denied with nothing but the utmost stubbornness we are so known for. This is designed for the safety of the members and also to retain public relations and potential support. It could also work in a way that would make it seem as though it is not the Harmonium carrying out these raids but rather in-fighting between the Anarchists and possibly between the Revolutionaries and other factions.
A second, and very, very important consideration, is the Mercykillers. They will not be too happy should they learn of the existence of the unit, as the purpose of this unit is also the purpose of their faction. The logical conclusion then, is that the unit be partly Harmonium and partly Mercykillers, and that regardless of their official faction, It be drilled into their head that they no longer belong to either but to both. A joint command, if you will, would be an excellent way to keep both factions happy.
Again, the identities of any members of this unit are to remain a secret that none other than the members, the two commanders of this unit (The Harmonium commander, and the Mercykiller commander) And the Factors of the respective factions may know. However, being that I am relatively unfamiliar with the politics between these two groups, the higher-ups may decide to amend or possibly even ignore these suggestions. I can only hope that they see atleast some practical use for the creation of this unit.

"Persistant, confident man this one is..i can see why he was accepted".
He starts to ink a response but fatigue quickly starts gnawing at his mind and body so he simply brings the note to the same mover he brought the namers original letter to and adds them together.
He sighs for a moment, partially feeling like he is simply ignoring the namers idea but his mind reassures himself that is not the case and that right now there are more important matters in front of him.
