Hograth sits down at a desk in the barracks, once again setting up a letter to the Mover in charge of the section he is serving in.
wrote: Sir,
recently I noted an increase of Harmonium flags, banners and posters in the Bazaar.
While I understand that Harmonium presence is important in a place like this there is a fine line between showing said presence and outright provocation.
As I understand my duty we shall bring peace and harmony to Sigil, enforce the laws and protect the people and their interest from harm and chaos and guide the people to embrace the way of harmony themselves.
This banners do not help.
Hograth Thorn, Notary I

When a Mover gets around viewing through the matter, they read through the contents and the consider the options before writing a reply to the notary in question:
Message to Hograth wrote:To Hograth Thorn,
Notary One,
Citizen of Sigil and the Planeswalkers should be aware of the authority granted to the Harmonium, as well as possibilities of joining our group with the likeminded views they may share or not. Was this any other plane, our message and word would be paramount. However the unfortunate arrangement of Sigil politics causes us to holster some of our arms despite its inevitable beneficial service to greater public...
However considering in lights of recent disturbances within the Great Bazaar where liberate distribution of Harmonium sanctioned banners and information boards caused civil unrest, and designation of resources to preservation of the message of Harmony, it became exceedingly cost-ineffective manner of conveying our causes providing of active protection.
I see you have given it a proper thought, your other records appear to be clear and show of your resourcefulness in the field. As such you are hereby assigned to redesigning methods of alternative information distribution of Harmonium and matters of our visibility to greater public through less intrusive and thus less provocative manners. But also remain cost-effective, we simply cannot spend excessive amounts of fundings to major enchantments on large scales.
To fulfill this task you may choose any two Harmonium members to assist you within the ranks of Measure, Namer and/or Notary. External consults are allowed, prototypes, interviews and test runs are suggested to view results of new alternatives. You have two weeks and ten thousand Sigil Torus ((1 Torus = 2 Jink)) to spend from Harmonium coffers to achieve a suitable prototype. After this we expect to see a report before the propositions are put out.
Peace is Accord, accord is harmony,
Belron Nipvit
