To Root Out Anarchy

Notary Inodine strode from his daily briefing in the Barracks. He had been a member of Measure Blackthorns command since joining the Harmonium years ago. He was not a “street officer” like most Notaries. His duties rarely included standing in the market watching for pickpockets. He was a soldier by trade and an ex-general of a vast empire of Order from a dead Prime. His age (he looked like he might be in his sixties) made others underestimate his ability… but those who tested him always learnt he was far above the ability of most members in combat and magic.
A stern follower of Order, he had spent many of the last months studying the Revolution in Sigil. He had interrogated many prisoners (his lower rank (kept low by personal choice) permitted him to be rougher with prisoners than the officers above him) and he had questioned many supporters of the Anarchists. He had learned much and it was now time to use what he had gleaned. It was time to show the Anarchists that their time within Sigil was at an end.
The following letter is sent to his Commanding officer and the Mover in charge of her in case she has not returned from her "off world" assignment.

After months of familiarizing myself with the workings of the Revolution, I feel it is time to put this training into practice.
I hereby request a unit to begin actions against the Revolutionaries and their supporters. This unit would be involved in all actions deemed necessary to shut these Anarchists down for good. While I can guarantee that the Anarchists (and their supporters) will not like the methods employed, that is of little consequence to us. It is my belief that anyone sheltering these bringers of chaos should come under the full scrutiny of the Harmonium and all those who support them should suffer punishment for doing so.
What we are forced to deal with now is unacceptable. They spit on us and we do nothing. They move from one house to the next, sneering at us due to limitations of law and we do nothing. They insult us in the markets, they ignore our orders in the street and they hide behind honest civilians in the cityÂ… and we do nothing.
That needs to change.
Citizens need to know that once we prove you support the Revolution, you become a criminal. We need to remove these suspects from their homes and conduct full scale searches of properties deemed used for support. Arrests need to increase in order to stem the tide of the Revolution. Arrested suspects of the Revolution (and their supporters) must be housed in camps on Arcadia where they can be processed under the Order of the Harmonium and cannot hide behind the fallacies of the endless bureaucracy of Sigil.
Will there be opposition to this? Damn right there will beÂ… but that will simply permit us to see who, exactly, opposes order and may possibly be supporting the Anarchists by doing so.
The time to elevate our actions against the Revolution is now. To stand back and do nothing only permits them more time to prepare for attacks against order and this city. It is time to flush them out into the open. It is time to bring them order.
