After months of familiarizing myself with the workings of the Revolution, I feel it is time to put this training into practice.

I hereby request a unit to begin actions against the Revolutionaries and their supporters. This unit would be involved in all actions deemed necessary to shut these Anarchists down for good. While I can guarantee that the Anarchists (and their supporters) will not like the methods employed, that is of little consequence to us. It is my belief that anyone sheltering these bringers of chaos should come under the full scrutiny of the Harmonium and all those who support them should suffer punishment for doing so.

What we are forced to deal with now is unacceptable. They spit on us and we do nothing. They move from one house to the next, sneering at us due to limitations of law and we do nothing. They insult us in the markets, they ignore our orders in the street and they hide behind honest civilians in the cityÂ… and we do nothing.

That needs to change.

Citizens need to know that once we prove you support the Revolution, you become a criminal. We need to remove these suspects from their homes and conduct full scale searches of properties deemed used for support. Arrests need to increase in order to stem the tide of the Revolution. Arrested suspects of the Revolution (and their supporters) must be housed in camps on Arcadia where they can be processed under the Order of the Harmonium and cannot hide behind the fallacies of the endless bureaucracy of Sigil.

Will there be opposition to this? Damn right there will beÂ… but that will simply permit us to see who, exactly, opposes order and may possibly be supporting the Anarchists by doing so.

The time to elevate our actions against the Revolution is now. To stand back and do nothing only permits them more time to prepare for attacks against order and this city. It is time to flush them out into the open. It is time to bring them order.

I thank you for your direct interest in the pending actions we intend to take against the Anarchists in the name of the Harmonium and Order. Your experience and insight will be a welcome addition to the newly forming unit. As my current Commander, Measure Blackthorn, is away on other duties, it makes good sense for the unit to have a direct chain of command in place which includes officers who see the value of such a unit. Your rank will ensure we get the backing required to see the job through.

I think it only fair, though, that you understand my intentions before you set your obligation in stone. This way you can still opt out of this command should you wish.

I am an old General who has seen many things in his life but the one thing I truly know is war. The Revolutionaries have declared war on the Harmonium. This is no secret and this is fully understood. For a long time we have relied on the civil systems of Sigil to combat these enemies. It doesnÂ’t work. It is time to escalate the level of reaction. Seeing as weÂ’re in a state of war, we must act as such. Enemy combatants must be apprehended using military means and moved to Arcadia for Trial under the Harmonium War Measures Act and incarceration or execution under the Harmonium War Measures Act. These people must no longer be considered civilian criminals. They must be viewed as Combatants of war. This way the Fraternity and their endless bureaucracy cannot touch them unless we allow it. This way the Mercykillers cannot tell us how to treat those deemed guilty unless we allow it. This way the council cannot tell us how to defend ourselvesÂ… unless we allow it. As prisoners of War they are our responsibility and no one elseÂ’s.

As you are well awareÂ… this will not sit well with the other factions. We must be prepared to stand our ground for not only is the Harmoniums safety at riskÂ… Order itself is in danger. Civil laws, as helpful as they may be, must never overrule order. Law is helpful but can also be dangerous to Order if misapplied. Order must always come first, law second. Law must only be adhered to when it furthers order and must be ignored when it hinders it.

This is not to say we will actively break the laws of Sigil, only that we, as the Keepers of Order and Harmony, will decide which laws we will obey during this military action during this time of war. Doors will be damaged, homes will be searched, safe houses will be shut down and people, many people, will be arrested and housed on Arcadia.

I expect all members of the unit to become a direct focus of Anarchist actions and assassination attempts. I have no family and I would suggest anyone joining to also be as such so we cannot be forced to do things through threats to loved ones.

In preparation for the meeting in three dayÂ’s time, I wish to offer this suggestion on record.

We must escalate our standing on the current conflict between the Harmonium and the Revolutionary League. By their very and sustained actions, they have declared war upon the Harmonium. We must make this official in order to maintain control of the situationÂ… and to prevent conflicting Factions on the council from denying us our right to lawful defence during times of war. We must sign a lawful declaration of War against the Revolutionary League and all those who operate within it or, otherwise, support it. This will permit us to classify these members as Unlawful and Enemy Combatants. As you are no doubt aware this applies as so;

Unlawful Combatants (Enemy Combatants) *

Unlawful combatants are subject to capture and detention, but in addition they are subject to trial and punishment by military tribunals for acts which render their belligerency unlawful. Examples being (as defined under the Harmonium War Measures Act); The spy who secretly and without uniform passes military lines and blockades in time of war, seeking to gather military information and communicate it to the enemy, seeks to give shelter or aid to a combatant (lawful or unlawful) or an enemy combatant who without uniform comes secretly through military lines or blockades for the purpose of waging war by destruction of life or property. As well the fighter who without uniform purposely seeks to bring harm to Harmonium property or members during a time of war.

While not being made prisoners of war (a designation reserved for uniformed troops and officers) those designated as offenders against the law of war are subject to trial and punishment by military tribunals as unlawful and enemy combatants.

These prisoners will fall under Harmonium law. They are ours to arrest, try and convict. This is the reason they must be housed on Arcadia, away from interference by their supporters and allies. To maintain the status quo is to maintain our failure to destroy this menace. The Fraternity gives the Anarchists tools to hide behind when it suits them. Blocked from proper search and arrest due to Fraternity courts and their bureaucracy. The Anarchists ignore the law until it is time to hide behind it. As civilian criminals, they can do this. As Military combatantsÂ… they cannot.

Please consider this when deciding our course of action. If applied by our order, we can destroy the League. If left to the Council of SigilÂ… we remain chainedÂ… and neutered.
