"The newspaper report is fabricated; in particular, Harlow-Bent-Horns was not present during the abduction. As part of my patrol, I witnessed Lucelle Van'dhovar setting up her bookstand. After she set up her bookstand, she showed signs of being dominated, namely a vacant eye expression and movements that were not characteristic of her. Under domination she cast a "dimension door" spell, and walked through.
Due to the general behavior that was exhibited, and the fact that she is a diplomat as well, it may be worthwhile to find her and determine who has enough magical power to dominate someone like Lucelle. Also, charming or dominating a being is an offense that is illegal under Sigilian law. If desired, I would like to potentially join any team that will be doing this investigation."

Notary Lucia.
We are aware of the abduction and it is a concern to us, as you are correct forced domination and abduction via magical means is against Sigilian Law and violates designated polices and procedures regarding slavery and the -legal- ways to obtain servants of such a nature, however our resources and roster are spread very thin lately due to several on going cases which have been deemed the highest level of priority. I am assigning you the task of investigating this matter, with your long years of experience this should be a relatively simple task for one of your established caliber. I want daily reports on my desk at the end of each of your shifts detailing the advancments if any in this matter, as of now your normal duties are temporarily suspended until this matter is concluded, this matter should be the focus of your time on the streets, but do not forget that the laws must still be enforced and upheld and if you see such things being violated you must act accordingly. If you discover any information that requires a formal organized military response you are to inform me at once, do not act on your own, they may call us hard heads but we do have brains in our skulls, I trust you will not rush recklessly into the dark of the city.

The first of Lucia's daily reports was sent to Measure Cryptbane's desk.
"First, I made a visit to the Draconic Embassy. The gatekeeper there informed me that since several dragons have gone missing over the past few months, they are not allowing anyone that is non-draconic that is not an employee inside."
"Secondly, several Harmonium patrols informed me that Harlow Bent-Horns' stand was set up in the bazaar next to Khazeet's bar. This was highly unusual as I have not ever seen his stand, even though a fairly substantial part of the bazaar is part of my patrol route. Harlow Bent-Horns was not at his stand, and the merchants and citizens around him either did not know where he was, or would not answer my questions without paying a bribe."
"A visual inspection of Harlow Bent-Horns' inventory reveals draconic parts, plus precious gems of varying value."
"I have attached in this report as Appendix A a brief list of the inventory of Harlow Bent-Horns' stand that I was able to assess through a visual inspection, without opening or touching any containers. Also, a list of citizens that would not answer my questions without a bribe has also been attached as Appendix B."
"Appendix C contains the results of an inquiry on Harlow Bent-Horns' license to run a stand in the bazaar. I have verified that the license was in order."

The next of Lucia's daily reports was sent up to Measure Cryptbane's desk. Attached was a transcript of a statement and a map.
"A citizen contacted me during my investigations today. The citizen, by the name of Auric, informed me that he had information about Lucelle Van'dhovar. His statement, as detailed in Appendix A, specifies that Harlow Bent-Horns is involved in Miss Van'dhovar's abduction. In addition, he mentioned that a rescue party was launched to rescue her, which was successful. She is currently in a safe location which he would not divulge to me."
"Auric mentioned a portal that led to the place where Miss Van'dhovar was imprisoned. The location of this portal, plus the key to access this portal, is detailed in Appendix B. I have not attempted to access this portal as it is an unacceptable risk without more manpower. I have made a request to the Guvners for any available portal logs for this particular portal."

I am very pleased with the very quick resolution to this matter and your assistance in its completion, even though an outside party was involved in the diplomats rescue you have demonstrated a positive image for the Harmonium when it comes to a quick response to an unfortunate situation.
As for the portal and wherever it may lead, that is a different matter. We are tasked with the harmonization of the city and as it is our resources are already carefully allocated to matters deemed critical, as a measure involved in troop management and logistics I can say it is very unlikely we will be able to pursuit the matter past the city confines however I want you to notify us of the guvners response on the portals potential destination and any who may have used it so we can keep a better eye on it and hopefully prevent any more unfortunate situations on our side of it.
Keep up the good work Notary, I have been following your progress since your re-evaluation on Orthos and I see great potential in you.
Notify me of the guvners response, and you are to resume your normal duties as soon as possible.
