Two attacks have occurred within Sigil by an unusual type of Unseelie. The first occurred in the Bazaar while the rest happened outside of the Festhall. During the latest attack, Unseelie assassins appeared out of a cloud of snow that developed locally at the steps of the Festhall. No one was killed by these attackers, though many were injured.

Before the attack, the bodies of three unidentified were found at the steps of the Festhall surrounding a sentient blade. The blade was picked up by the Sensate known as Lucelle. Those in proximity of her are being swayed by the blade to kill a tiefling known as Harlow Bent-horns, a man that Lucelle shares a dark history with. The being within the blade is one of malice and murder and should not be allowed to continue.

I urge the Harmonium to confiscate the blade and destroy it before it causes further damage. Those weak of will near it will be compelled to hunt down an individual the blade's wielder holds a deep amount of contempt for.

A second attack by what seems to be an element of the Winter fey court occured in town today, this time in the Clerks Ward.  The attack was repelled, though this is only the start.  It seems as if this group is trying to rest the local defenses, so expect more trouble.

I strongly advise contacting the planewalker Tess ((a description of her is provided)), who has been following the matter for a while and has more direct awareness of the Fey courts interests in general.

Be aware that the assailing force is also using the actions of a certain Junathoraxis ((describes him)) as a pretext for their incursions. I suggest the Harmonium treat him as a witness and see if he cannot offer any additional information on the matter.

The Red Death stands ready to assist should the Harmonium require our personnel or resources.

I, Notary I of the Harmonium, Eskaia Whistel, have questioned planewalker Tess without incident.

Tess has stated that the Bronze dragon, Juna, had taken it up to himself to conquer Brux, becuase he felt that the race primarily composing of druids is a danger to the wildlife. He has openly admitted to killing several of those who have tried to expel him, claiming it was in self-defense.
Once this became public knoweledge, the Hiromo had inducted him into their clan.
Then the Archfrey, the equivilent of a Fey god, the Prince of Snow began attacking the city.
She stated his legion claimed it was because they wanted Juna out of the Brux, in further, claimed they represent the Winter court.

After the attack at Clerk's ward, few planewalkers went after the instigators, Tess led them up to the waterfall, where they found the Archfey at wait. She attempted to reason with him, to convince Juna and the Archfey's duel over the Brux, where they may have brought their supporters, stating it would have cleared out any issue there was, but the Prince denied, statement going as follows:

"Silly little fey. You think i care about a single dragon?" Scoffing at her offer as "Not good enough."

They gave Tess an option of joining him before striking her down, however, she was revived by Dace. She stated that if the Winter court was behind these attacks, they would have blocked the resurrection.

Offically her issues with Juna are strictly within the realms of Brux. Outside that plane, he's just "another arrogant dragon."

She is currently taking the attack personally, and is investigating herself how to best remedy it.
She is currently following a lead that may tell what the Prince is after, but it is not for two tendays time that she will learn anything, and has settled to researching the Prince himself.

She provided additional witnesses; Argent (Description given), and added that Lucelle has information too regarding to this issue, but she still holds the blade. There is also a third who the Prince visited her in the Inn, to give a warning. a nymph called Leyana. (Description given.)

Two planewalkers, Dace and Sasha are currently looking for Lucelle, they want to secure the blade, ordered by Tess. Their motives are questionable, but assuming what she spoke of this was truthful, they plan to turn the blade over to harmonium for destruction.

She suggested the prince may be after the Blade.

As the Notary was alone, she did not attempt any further action, rather report this to the Factotum so he can relay the word.

Notary did state that she had orders to confiscate the blade, which Lucelle refused to comply to.

I have recently been informed by a free agent that the Winter Court sect - the ones responsable for the raids into Sigil- have employed Gatecrasher agents. This would explain how their attacks have been occuring at random points without the use of portals.

Our own sentries will continue to monitor movement across the known Beastland portals, but be aware that enemy movement is not going to be restricted to these gates.

I would ask that you point me towards the officer in charge of this situation, so that we may better coordinate our respective actions against the threat.
