If he bothered to do a little bit of searching, Amaku would quickly realize that Colo Lane is not a Mover, but a lower-ranked Measure 5, and can impose her bureaucratic will on Lane without consulting the Factol.
It might be prudent to take another course of action, though - for the last time Amaku imposed her will on Lane and had him arrested for speaking out against the Harmonium Inquisition, he was soon thereafter promoted by Tonat Shar from his station of Namer to Measure for embodying the spirit of the Harmonium and giving in without a fight - as well as preventing bloodshed from within the ranks of the Harmonium - his only promotion since becoming a Namer.

Amaku doesnt appear to be one to care for the Meausres strength of possition infact she seems to find it questionable considering she knew Tonat Shar pretty well herself why the hells the Mover would even promote the Measure so enthusiastically.
Still, she considered duty more important than her grudge, despite this, she still forwards a firm warning to the Measure that his actions are interfering with extremely vital Harmonium undercover operations, noting to him that he is endagering Harmonium that are attempting to counter-infiltrate factions such as the Anarchists in his persuit of vigilantism.
She also makes it clear to Tonat shar she personally does not know what he sees in the Measure, but she will adheer to his better judgement, since the two have been friends for a long while now, Amaku and Shar that is.

Via correspondence, Colo Lane reminds Amaku that her method of 'hiring' officers is an exercise in hubris, and expediency is not an excuse to bypass lawful protocol.
He then wishes her the best in her investigation, and hopes that she gives anyone representing the Harmonium on her or the faction's behalf a proper induction - noting that there are no shortage of excellent investigators who are actual Harmonium officers who applied and trained the proper way. He leaves her with a list of names:

We believer of the source, are asking if the matter has been already solved and settled.
We are concerned buy such intrusions, as we do recall that the man was followed by a crowd of non-harmonium people, who however obeyed our call for them to exit the place. We can understand the confusion that followed the events and that some people cared for our initiate, who was actually threatened. However as we consider the intents as worthy, we do consider the means as unlawful if not roguish. We have also to report that an unknown person, who seemed to have close ties with the so called Phantom, sneaked into the foundry before emerging from the shadows near the entrance and had no badge to show. However since the individual rightfully cooperated soon after we see no reasons not pursue any further charge.
