Not knowing the situation, I accepted and brought away Ta'Kan for inquiry of the details. I do not have the entire dark of the situation, but Ta'Kan claimed that Zoel has apprehended a woman named 'Sif' for crimes agaist the Red Death. This does not rest well with me, as the duty of the Mercykillers within the Triad is to mete out punishment, not investigate nor apprehend criminals.
As a result, I have ordered Ta'Kan to command Mercykiller Zoel to hand over this particular witness to the Harmonium for proper lawful investigation, over a reasonable time interval. Failing that, I have authorized an arrest warrant on Mercykiller Zoel if she cannot comply with the basic tenets of Law within Sigil, on the grounds of obstruction of justice.
Furthermore, I have a feeling that this particular Mercykiller might be straining her duties within the Triad - if she openly threatens citizens outside any Harmonium investigation, nor under any lawful suspicion for having broken any law within Sigil.
I realize that this may send the wrong signal to our allies within the Mercykillers, but I have every faith in that Mercykiller Zoel will realize that she is breaking the very laws she is sworn to uphold, and thus correct the error of her ways. Should difficulties arise, I volunteer to act liason towards the Red Death.
Notary Ta'Kan has been granted access to this file, and I urge her to join with further information that may be of help. Keep it short.

The Mercykiller reinstated her treats about the stability of the triad and that I should stop immediately to impede her "justice" making even more obvious threats against us. She pretended that her faction is recruiting an army out of the prisoners we send them to enforce their way. This is a terrible revelation if true and I'm perfectly aware of the political issues that it would imply. But it is clear that this Zoel is becoming a threat for the peace in Sigil. Her actual influence within her faction remains still unknown as she didn't stated her grade. In the name of justice and harmony we can't leave such a thing to happen without acting for the sake of politics, especially as it may comes from what could be suspected as a rogue or freelancer element within the mercykiller faction.

It seem the woman state of mind changed radically after the taking of her weapon, she converted to the heironite faith and went into a monastery on a prime world. She is no longer a treat for the peace within the triad.
