as the tensions between us and the Doomguard are growing I suggest we find other ways of supplying our soldiers with weapons and armours for the duration of this crisis.
A potential source might be the Jotun of Golarion who we can contact through a Fire Giant living here in the Sigil, Ganatog.
It seems the giants will be mostly interested in gems, grains and other food as payment which also offers us another unique opportunity.
We recently freed a prime from occupation and suceeded in stationing a garrison there.
Perhaps we can buy some of the goods (food from potentially hidden surplus, gems from the mines) we need to trade with the Jotun there as this would strenghten local economy and establish the harmonium as a major trading partner and by doing so strengthening our ties with the local population.

while I fully agree with you in most points I feel it is my duty to remind you that the local population is not yet ready for a project like this as the economy and people are still heavily damaged from the recent war and they currently lack the infrastructure to meet our demands.
Also by trading with both this prime and the Jotun tribes we expand our influence to another plane, perhaps even finding a way to teach the local population our ways.

It is disappointing to learn that the civilizing of the prime does not progress as quickly as planned. Is there anyway I can offer assistance? Your idea of expanding our influence to the prime occupied by the Jotun is a rather insightful one and I commend your initiative. Once correctly civilized these people's skill at war and weapon craft would serve our Faction well. I will raise it as a potential target for conquest. However I fear at this time that given the current situation in Sigil troops may be needed elsewhere and it could be sometime until we are able to commence with your plan.

I thank you for your generous offer to assist me in this matter but I fear in this tense situation it would be irresponsible to keep you from your duties and away from our armoury. Your work is most impressive and it is direly needed in this difficult times and I am sure you will find other ways to supply our troops with what they need- after all I know that failure to fulfill duty is something never accepted among the followers of the Scourge.
As it was among my duties to supervise troop deployment to our new holdings I am well aware about our strenghts and sadly also weaknesses and I will continue my work to strenghten this new outpost, turning it both into an asset to our cause and a stable and productive home for the local inhabitants.
