Increased Chaos In The Bazaar

A letter is dropped off with the officer on duty at the barracks.

To Whom it may concern,

Of late there has been an increase in lawless behavior in the bazaar.  Weapons brandished in threat to citizens, death threats, and harassment by vampires seemed to be the norm while this Namer spent her few hours of recreation at the tavern.  As it is not the responsibility of the Red Death to enforce the law I can only inform you so that something may be done before the bazaar becomes a chaos of lawlessness.  I do not have any names, but one only has to look to the brazen hound archon running amok with two blades drawn, or the mouthy vampire who cannot seem to choose a shape, nor hold his tongue.

I thank you for your report and I reassure you that we are watching the situation.

However without names or detailed description we are not able to move against those breaking the Laws of this town.

If something like this happens again I ask you to forward detailed descriptions of the lawbreakers so our officers can arrest them at the next opportunity.
