I was in my office with my wife and two of my friends, Raka and your sister, Factor Kala of the Godsmen, when  we heard a harsh knock and a man barking orders for us to open the door, in the name of the Harmonium. I had barely gotten the locks undone when he and his squad proceeded to bash the door aside and rush in, forming up as if readying for a fight. They then demanded that we place our hands above our head with no explanation what so ever. We repeatedly asked, but he issued no charges nor produced any warrant. Eventually, he declared we were all under arrest for obstruction of justice, then -finally- mentioned that some bodies had been found somewhere in the ward, and thus we were suspects.  They continued to harass us and even tried to shackle us even after we told them they could proceed with their search. When they began flooding in more troops, your sister cast a spell to diffuse the situation. To be clear; no one was harmed by the spell, only momentarily dazed.

After this, another officer came in, being more civil than the last. He asked us to come to the barracks to debrief, which we did (despite ample reason not to at this point).  Once there we were told to wait, after which  a guv'ner woman questioned us over the incident before declaring the Harmonium free of any wrong doing, and us guilty of obstructing justice and assaulting the officers.  She also attempted to threaten Factor Kala and claimed that the Guv'ners are the lawmakers.

We have already spoken to a Judge and the Mercykillers about this matter, and they are investigating as we speak. In the mean time, I would  really like some sort of an explanation for all of this.  Especially since we learnt that the murder the officers were investigating took place in a building far bellow and away from our ship anyhow, not anywhere near our vessel. Is the Harmonium now raiding entire blocks and arresting the nearest soul because a body was found nearby?

Sincerely,

Dace Andor

Measure Pennyworth examines the account, her icy blue eyes figuratively searing through the page as she carefully examines the words. After reading it, a soft *tsk* escapes her lips.

She then searches the inbox which contains various citations, complaints, and warrants to see if there are other accounts of what transpired. If there's one thing she's learned from her years as an investigator - it's that there is never just one side to a story.

A note was dropped by an irate kobold at the harmonium desk: it reads as follows with several swearwords and spelling mistakes edited out by a scribe:

The rest of the document is a rant that has been removed due to lack of relevance.

A bored looking officer receives the complaint, reads it, frowns, nods, and lays it atop a pile of complaints issued that day. The stack is quite high.

"Thank you, citizen," he flatly says. "Please fill this out with your full name and permanent address," he requests and hands Raka a form.
