A simple notice is sent left with most of the rank and files of the Harmonium, and sometimes large groups are called in for mass "briefings".
The briefing is lead by Measure One Christopher Cryptbane, who delivers the message with a firm charismatic tone of voice with the subtle but noticeable threat of lingering punishment.
"I want to make something clear, very clear so listen up all of you!. We are but one arm of peace and law in this city, but as an operational body we are independant in our existance. The recent days have been busy and confusing with many grey lines between factions and loyalties as well as the modus operandi of each faction when it comes to the three arms of enforcment in Sigil. We all have to share this city, policing this planar location is far from easy and each and everyone one of you who has signed up to do so has learned this time and time again, sometimes the lines in the sand are invisible.
But hear this, we are the Harmonium, we have a chain of command and it MUST be followed!. It has come to our attention that the guvners and mercy killers have begun making requests and issuing warrants and statements involved in many of their personal investigations and private matters. We have no problem with this, after all if we cannot work together the system falls apart but we want to make it very clear that they do not give us orders, they do not tell us what to do!. I want each and every single one of you to remember that under no circumstances are you to act on any warrant, or take any other action on their behalf unless you have specific orders from the ranks of Measure or higher in the Harmonium. We do not want you lot to be literal in this matter, if someone breaks the laws then you must do as you have been trained to do, but keep it in the back of your mind when dealing with the other factions especially the Guvners and the Mercykillers that they are partners of the greatest fighting force in the multiverse but they are not part of our chain of command!.
