To Whom It may concern.
I have recently heard of a confrontation with the escaped convict known as Fargul right next door in the market bazaar, all the eye witneses ive talked to says he was disguised and in plain sight. I know people love their privacy but until the man is caught i suggest a temporary ordinance banning anytype of head gear and such or at least grant the soldiers permission to remove hoods and helms, etc during their patrols.
