Three hours before Peak, three days after his interview, Grahn Ljungstrahd arrives at the City Court Buildings and checks in with reception.

Grahn approaches them and states, "Caterina Arnders directed me to seek out the Ad Hoc Bureau of Humanoid Resources so that testing can be administered to assess my qualifications for the position of Bailiff presently open within the ranks of the Fraternity of Order. The appointment was made by Administrator Arnders three days prior to this date and this hour for this day and this hour. Inform them of my arrival and see to it that I am directed to their offices."

Grahn skeletal form stands unmoving as he awaits the response of the receptionist.

He enters the lobby of The City Court. It is filled will all manner of strange creatures standing impatiently in line with various pieces of paper work. Ahead of him he hears a commotion. And it seems an Azer and a Bariur shove at each other. Quickly a Githzhari and a Human both in dark mail descend on the pair and part them and Grahn sees the Bailiffs at work before he takes his exam.

As he arrives at the front of the queue he comes face to face with a sullen dwarf behind a desk. She nods as she listens to him and hands him a register.


"Sign in here, then it is down the hall third door on the right."

As he follows the directions he finds himself in a large hall filled with single desks. An assortment of creatures as varied as those he saw in the lobby sit at them. The hulking death knight looks a little silly crammed into the small table. The papers are handed out. The scraping of quills on paper can be hard. The test begins.

((Well this totally sucks..... INT 18 with a +4 mod... WIS 16 with a +3 Mod... Background is Bully.

((INT check nets me a [5+4=9] and WIS nets me an [5+3=8], so I am just going to go home and cry now as I presume that means I left my brain in my other body and I fail the exams.

Despite having studied the materials for three solid days, Grahn seems to have great trouble with his exams.

Despite being keenly intelligent and possessed of more than a fair share of common sense Grahn is not academically minded and it is exam technique that causes him to struggle and he finds himself rushing to complete the longer more complex questions at the end. His assertion that the score needed to secure a passing grade a few days ago was low haunts his mind. He leaves the the exam hall feeling drained in a manner his undead body is unused to. Several days later an envelope arrives with a Fraternity seal.

Silently, with eyeless sockets, Grahn stares for many minutes at the letter from the Fraternity of Order.

His flesh-less face is unable to betray the disgust he harbors for both his performance on the exams, and that such a paltry display was sufficient for entry into the Fraternity of Order. In a rare display of anger Grahn crushes the letter in his fist.

For a whole minute Grahn stands fuming as he considers not reporting to Harlak Magrayr Administrator 9, Ad Hoc Bureau of Humanoid Resources.

Eventually the Death Knight decides that if he walks away from the Fraternity of order now, the only official record of his interaction with that Faction will have been one which found him wanting.

Carefully he smoothed the wrinkles from the letter and set out to report to the City Court. Grahn was determined to ensure that any record of his deeds that were held by the Fraternity would show his entrance exams to be a mere anomaly in an otherwise shinning history of service.

Upon arriving back at the City Court building Grahn waits in a lengthy line for a chance to present himself to the same sullen female dwarf with whom he had checked in for his exams.

With Grahn being just another face in an endless sea of visitors to the City Courts, there is no glimmer of recognition in her eyes as she slides the register towards the death knight and says, "Sign in here. Note the thyme, and list the reason for your visit."

In response Grahn presents to her the letter requesting he present himself to the Bureau of Interfactional affairs. Warily the dwarf takes the letter, reads over it, snorts and hands it back. "That's nice dear... Now sign in here. Note the thyme, and list the reason for your visit. You are not going to keep this job long if you can't follow simple orders." Once the new Bailiff has finished logging his visit in the register he is directed towards the office of the Bureau of Interfactional affairs.

Following the dwarf's directions to the letter, Grahn arrives at a door upon which he knocks then awaits instruction to enter.

The door would open to reveal a busy office. Aides and low ranking administrators busied themselves at desks and filing cabinets. People came, people went. It wouldn't take long for you to figure out where the Bureau Chiefs office was. The door was open and revealed a short, balding man, one you recognize as Garen Seph as you've spoken to him before. He looks up and motions you in to his office. Putting down his quill, he looks up at you

"Bailiff Ljungstrahd, I presume?"

An island of tranquility in a tumultuous sea of bureaucracy, Grahn Ljungstrahd stands quietly soaking in all that he sees and hears.

After being greeted by the Bureau Chief, Grahn pauses in the man's doorway and looks about the office. Eventually the death knight nods and says, "So it would seem. We have spoken before on your duties to this office. Now it seems I am to serve under you here."

With this Grahn extends to Garen Seph the letter that requested Grahn report for duty at the City Court building. "When would you have me begin? What duties would you have me assume? What do you require of me in this position?"

He takes the paper and reads it then places it in his outbox to Caterina. Standing, he walks back into the main office area with Grahn following him. A desk is found near the main door.

“For now this will be your work area. You’ll also maintain a work area near the holding cells. You can request supplies from the Clerks to ensure you have what you need. As for your responsibilities…

Within the courts administered by this Bureau, you will provide security inside our courtroom. You will ensure the safety of the court, its participants and its observers. You will assist in the transportation of prisoners from the Barracks to the Court for trial and you will receive them on record once they arrive. You will also ensure they are kept secure until the Mercykillers assume control if they have been found guilty. You will be responsible for the protection of evidence held by this Bureaus court. A secure area will be provided for this task. You will deliver summons or warrants on this courts behalf and will work closely with the Harmonium and Mercykillers on court business. As we get busier, you will be assigned more officers to aid you in these tasks.

In essence, you are the martial tool of this Bureau. Maintain order and safety within the Bureau. We like to keep things practical. I am activating your service as an Administrator rank 10. Please maintain a professional attitude within, and without, the court at all times. Do you have any questions?”

"Do you have any questions?” asks Bureau Chief Garen Seph.

Grahn nods once and states clearly, "Always."

"In regards to the security of which you speak, is it my duty to provide said security to the entirety of the courts or just the one overseen by the Bureau of Interfactional affairs? Limited or otherwise what will be me direct responsibility to the establishment of a secure area of the courts, and what are established guidelines for that process? If no such policies exist am I expected to develop those practices? How will the conflict of my duties for the delivery of warrants and summons that require me to leave this facility, and therefore remove myself from the obligation of establishing the proximity of a secure area within the Courts be reconciled?"

"The barracks of which you speak, from which prisoners are to be transported to the Courts for trial: are these barracks within the Prison, or is there a holding area within the Courts themselves? Who oversees the security of these Barracks, or is that to be my duty as well? Do those held within our own cells have rights to visitation? If so, what are the limits that have been placed thereon?"

"Will there be any members of the Mercy Killers who can act in any manner as to supersede our authority in terms of the housing, transportation, and care of prisoners who have not yet been relegated into the authority of that faction? Are there specific members of various factions that should specifically be known to me for reasons of either being a primary point of contact, or as having exemptions from the limitations or regulations that would normally guide my interactions with them?"

"As for evidence in our care: What practices and policies are presently in place for determining how this is to be carried out, or am I expected to develop the systems by which we catalog and house these items? How is the housing of these items warded fully against magical, and extra-planar intrusion, while not resorting to anti-magical fields that would risk destruction of valuable pieces of evidence? Who will be granted access to this area, or to the items that are stored within?"

"As to your last point, on professionalism in all things: If you are to find me lacking in any fashion I require immediate notification so that corrections to my manner, appearance, or practices can be made as quickly as possible. Do not let such matters fester un-addressed. Additionally, you did not respond to my question regarding the date when I am to begin my duties under you... Unless your comment on your activating my service as an Administrator rank 10 was meant to indicate that my term of service begins immediately. What badge of office need I bear to make what authority you have invested in me known to members of this faction, and the others with whom I shall interact during the course of execution of my duties here?
