Factol Darius opens, speaking for the Sign of One
I am imagining great sorrow at the loss of life that is being caused by the Harmonium crusade against the Cartel. I imagine the Harmonium showing restraint. I forsee a more calm approach to the problem.
I question the need for the death of Hildmor. Even if I imagine him to be responsible, i imagine him being placed in jail indefinitely. Death does not solve hatred and anger.
I offer the floor to any other self-aware entities within this room
She takes her seat and waits for her imagination to give her alternate points of view.

Factol Hashkar speaks for the Fraternity of Order
Hildmor d'Kridis is outside the jurisdiction of Sigil, and therefore this council has no say on our bounty. Sigil is a well known and accepted recruiting ground for bounty hunters and there is no law against seeking such within the bounds of the city.
As for the Harmonium's actions against the Cartel, it is best if Factol Sarin or her appointed representative speaks for them, but the Fraternity of Order supports their actions against this criminal organization.

Factol Sarin speaks for the Harmonium
He fidgets and takes his hands behind his back and gives a long steady look from one Factol to another. The paladins expression is one of browsing as he studies the expressions of the other Factols, then opens his speech with steady determination, his right or left hand withdrawing from behind his back to gesture at Factol he's addressing at time with an open palm.
"The Harmonium has expressed that Hildmor d'Kridis is wanted alive or dead. There is no excuse for the actions done by him or his lackeys. We are the reactive party in this war, we were under attack before this war was even officially started and with heavy hearts the Harmonium had to choose course of action.
Not only were member of our respective orders killed, they were also not allowed to afterlife when their souls was taken. Such heinous actions are unforgivable. These were good men, all of which had families, friends and lives. Even I acknowledge that duty of officials in Sigil is a dangerous one, but without any hesitation can I also say that none should be denied their afterlife.
All of these men had done their job according to the books, they had followed the rules, then they had been assassinated. Not only is this criminal act by our ethics and laws, the theft of souls of men is also criminal in morality. And now you ask if we are going too far? No, we are not going too far. It is my stern belief that if he commits the greatest crimes then he is liable to the greatest justice.
Should he wish to avoid possibility of death that may be induced by forceful subduing, then he should surrender now or accept the consequences of his actions."

Factol Alisohn Nilesia speaks for the Mercykillers
She strides to the speaking point with a sureness and confidence that bely her age, standing in a military pose with hands clasped behind her back that would almost seem comical were it not for the ardor evident in her speech.
Yet another shining example of the need for overhauling our justice system. A man goes free because the courts were unable to prove to the required extent that he was guilty of crimes that everyone in the city knew him to be culpable for. Had D'kridis been guilty on all counts, as he certainly should have been, or even on most of them, there would have been no need for leniency. Criminals cannot arrange assassinations, or anything else for that matter, from the Grotto, while we also find ourselves in possession of other means of ensuring the end of such undesirables and their ongoing criminal actions. In addition, some of you may recall my own suggestions for trial and sentencing reform, allowing more permanent solutions to come into play for potential recidivists, while removing lesser criminals from Sigil for extended periods of time.
However, as things stand the Red Death will happily support the current actions of our brothers in the Harmonium in spirit. Still, this will not extend further than moral support, as until actual guilt is determined for actions within the Cage, Justicars may not be committed to this cause.

Seriously, you called us all in for this? The Hardheads are goin' to do exactly what they wanna do, no matter what the rest of us say. It's why we call 'em hardheads, after all. Stubborn. An' since the wee chit is gettin' ta throw out her agenda, lemme point out tha' none o' this would be necessary if the Doomguard were keepin' the peace. Disintegrated men ain't much o' a danger. Now let's wrap this up, I got a meteor impact on a Prime I'm missin' for this.

d'Kridis? Ah, yes, a nobody really. Had some dealings with him. Cartel? Amateurs. Anyway, they were all thourghly audited recently and we got the taxes.
Let the Harmonium have their fun I say. If d'Kridis wants to hold onto his life, or the Cartel their business, then they will have to fight for it. Only the strong deserve to keep what they have earned.
Look at me for instance! .....
At this point he launches into an oratory about his own greatness and rise to power. The other factols knowing Darkwood well either inwardly groan or start shouting him down. Pentar's hand reaches for her weapon.
Fortunately Factol Rhys leans over and places her hand on Darkwood's shoulder and briefly whispers in his hear a couple of words. Darkwood gives a disgruntled look and resumes his seat.
