Colo Lane's Warrant And Decree

A warrant of questioning has been sent out by Colo Lane. All officers in the bazaar and surrounding areas will be on the lookout for
A man named Mustafa - in red and blue robes, and a purple turban - who claims to work for SIGIS. This man is to be arrested on sight.
Also, a decree has been made that anyone under suspicion for "Conspiring Against Authorities" in the bazaar shall NOT be arrested on sight - instead, they will be questioned on sight, and perhaps brought into the barracks for further examination.
Evidence suggests that someone tried to frame an innocent- a well-known merchant named Tarion- and the Bazaar Guard Captain wishes to not react in a hasty manner. Things may not quite be as they seem if something similar should happen again.
