The attacks would be sporadic at best. Usually done when the light began to ebb in the afternoon or in the evening if the chain gangs worked past dusk. They would be quick... a simple "1 - 2 - 3" shot with then nothing else. They would come from perch's that were near impossible to reach... without some sort of magical or supernatural aid.
When the Red Death begin to increase their numbers, the attacks would slow or outright halt.

Another chain gang was led by the dark elf factotum, this time in the center of the bazaar to clear more of the troublesome razorvine. The group consisted of roughly six Namers, all appearing to be new recruits, young and handsome.
The chain gang set about in the early morning to remove the razorvine, taking care not to disrupt the activities of the market. The Namers kept watch on the rooftops for any potential snipers and remained near the prisoners at all times as they made their way through the stands. Razorvine that had invaded into the booths of the bazaar's many vendors were systematically cleared out, allowing the merchants to return to their business without risk of being entangled by the troublesome plant.

Catching an arrow with her shield, the dark elf Charae directed her Namers to use the buildings as cover. The dark elf dropped globes of darkness to obstruct the sniper's view as well. One of the Namer's took an arrow in the throat. Another arrow struck a prisoner after it deflected off of the dark elf's shield.
Once the Mercykillers finished the detail in the area, they made their way back to the prison, dragging the Namer and dead prisoner along the way.

Any prisoner that attempted to flee would find it difficult unless they dismembered themselves to be free of the chain link, considering one of the dead prisoners was still anchored to them. If there were those bold enough to do so, they would know the dark elf would hunt them down.

as charae cast the shadow zone , the chained prisoners crouch in a shady corner to cover from the shots, the dead one being dragged about and walked over like the ragdoll he now is. as they stay here shakey, some of the more fearful ones press the others to flee that awful situation. some others snaps and say they don't want to disobey the red death and risk to worsen their crimes, while the wannabe fugitives don't want to get back into those prisons.
so, they start pulling chains back and forth , one side to flee, the other not to flee.
and at point they start to threaten and beat each other up while the nearby fight goes on, 'till they lay exhausted and more sore then before.
as the aggressors retreat and the darkness dissipates, charae would find the poor show described above before her eyes

The dark elf eyed the spectacle of struggling prisoners and shook her head. She approached the group and motioned to the rest of her guards that they were finished for the day and to escort the prisoners back. She didn't seem to care for their attempted escape and decided not to pursue punishment for them.
"At least some of you are honest," Charae said. "Those of you who are not should look to their example, lest you wish to be punished for attempted escape next time."

the harmoniums lead by christopher would spot many people meddling with the vines in a way or another. not always, depending upon the location, it'd be possible or easy for the hardheads to catch the suspicious people, or if it is ever adviceable that they try. but anyway, upon halt, and eventual detainment, those people meddling would reveal to be following:
-people actually trying to eradicate them from their houses or passageways, getting all scratched and at times falling in them thus requiring help. some stupidly trying uselessly to burn the vines with normal fire (which at times extends out of control to nearby areas), some packing up cut vines onto carts to dispose of them (but at first glance it might look like they are sods hauling vines to who knows where)
-some barmy berks (maybe xaositects among them? maybe mads escaped or still to be internated?) playing with vines in weird manners, some cutting branches for weird artistic performances whereas they crown themsewlves with them and go around flailing each others , dancing and fake mourning all about...
some others playing steal the flag with vines branches, some playing a sort of twister game among bushes, exciting, but possibly deadly...
(look into xaositect factionboard for more examples)
-some of the usual geniuses who think to use vines to block entrances to guarded places and then lack the proper care to keep it contained, thing that forces others, like dabuses, to check over it
- some lesser doomguards and other generic scoundrels and barmies sighted helping vines to grip on things and planting fresh cut alive branches in new places.
-(aspiring?) brewers of razorvine wine, or their employees, going about to check if the young new plants can be used to brew the bitter drink
-scavengers digging dead bodies out the bushes and going to the sell them to dusties (hopefully they DIDN'T pushed said bodies into the bushes themselves, right?)
-some dustmen eventually more or less doing the same above for their own faction if they stumble into corpses on their way
-beggars, robbers , (cheap fateds? :P ) looting corpses or robbing people who're trapped in 'vines, or demanding to be paid to free them (or asking a tax for ''use of public ''vines'' :P )
-thugs being all threatening like into tossing debtors into the vines
-bashers wrapping their weapons in cut stems for further fanciness, but apparently not initiating conflicts right in those moments, simply walking off to their business afterward

after harmonium and mercykillers signs diplaying in bazar, today it was time for other kind of signs. this time directly addressing said factions to behave or even better to pike off from bazar.
of course is sensible and obvious to assume they are from Indep source, signs not really hiding such, but a notable detail is that one of those signs was signed with the abyssal rune for ''V'', another marked with a small ''-V.O.T.A.'', another one again marked with a tattered black shroud. might be that said mark is associated with a presumably long vanished gang that once made the bazar his home, as common chant and memory seems to suggest

Christopher sighed as he stepped out of the interrogation room. This plant business was getting out of hand, he deeply suspected someone was doing something to accelerate the growth of this weed, or was it a creature?. He wasn't sure but he was still going to continue to stop those who were promoting its growth, this much he knew. He stepped out into the city, soon finding himself in the market (not before cutting down dozens of vines on the way), there he found the indep signs telling the Harmonium to "pike off", these signs were promptly pulled down and smashed to bits and replaced with signs that read.
