No Race/class Restrictions?

I can read that there (allegedly) is no class or race restrictions on this server, but I cannot find any additional information about it when browsing the forums. Thus, I figured I better ask to make certain.

Does the no restrictions mean that e.g. a planetouched can choose red wizard as class or a dwarf can play an arcane archer?

To rephrase, no added race or class restrictions, they work as Obsidian added them. (Save Doomguide which now doesn't require any deity to pick. Kelemvor not being very big on planes, was removed from deity list)

Basically there are restrictions

But things like Arcane archer or Red wizard are still race bound

But if you got the requierements you can just choose any PrC you want really
