So it's a tunnel hundreds if not thousands of meters long....

What about this... (It'll take some builder work, though). We build a small network of tunnels, pretty much roads and paths, that connect each Ward together. Nothing big and nothing hostile, maybe one or two entrances in each ward. These sorts of tunnels (for a good fee) could connect to them. These tunnels could also connect to the existing system. Not only would that create a chance to do this idea, it would also create the means for evil characters, law breakers, etc, to move about the city without being seen should they wish.
Lots more work, yes, but would be something we could use.
Edit: tunnels would be no hostile creatures,

I was wondering if Two home owners would be allowed to have a area transition or portal linkig the two houses together. For example an under ground tunnel or some thing similar with a transition they could travel through to get to the others house? and if such a thing is allowed would it cost extra ,how much and would both home owners need to pay the fee?

We would possibly allow this IF the two homes were constructed in the same area file, although it would be on an individual basis. Nobody's getting a tunnel from a Hive Ward house to a Lady's Ward house.

I'd definitely be up for it if there was a solid IC reason to. I think something like that would be a great idea for a villain business. Secret entrance as an incentive so that they can continue conducting evil things without notice.

The issue with the sewers is having high-level characters using the ultimate lowbie grinding area as their back door, spawning higher enemies who will attack the L1 characters who are supposed to be grinding in Undersigil.
