We could just not give shape shift to them until they reach maturity.

The youngest dragons I've seen played have, in fact, not shapeshifted at all. The age was to explain the "Tiny Dragon" which allows for wandering around wings and tail in the open.
So, while your suggestion is completely valid, so far it doesn't seem to be necessary - yet.

Agreed, and most times, if you politely point it out, they're willing to listen. Admittedly, some of them take it as a personal attack, but that's when you mention it to staff. Safest bet IMO.

Personally, I'd rather mention it to the staff anyway. I'd rather avoid the awkward, "So...you know (insert creepy thing) is against the general server rules, right?". Plus, there's always the rare case where, because said creepy thing isn't explicitly mentioned in the rules (even though it may be covered by general server rules), that person tries to argue with you.
