Missing Deity

Hey guys, i wanna start off with saying I like your server. I am one of several baldurs gate players who have temporarilly gotten lost in sigil while a new server is being built (ours having gotten fried in someway shape or form).
It is impressive enough that I think I will find myself visiting when my home server is off line for what ever reason.
So far, its a new setting so im still trying to get a feel for things but so far its mystifing and a wonderful experience.
I do however have a nitpick.
The deity system- the sheer volume you can pick from is a very very nice.
How ever, I have long been a fan of those who serve the Judge of the Dead Kelemvor, and when I tried to make my cleric of Kelemvor, despite checking under all of his alignment steps I could not find kelemvor as a selectable deity anywhere which means I cannot play a cleric of Kelemvor and if he ever gets to that point, i cannot take the doomguide PrC.
Was this an over sight or is kelemvor not allowed to be venerated in sigil? If he is allowed can I possibly get some lore if any about his followers in sigil and if he is not allowed can i get some lore as to why?
