What models can wings go on? Are they limited to size? Race? For instance can a halfling or kobold walk around with a set of wings? Could one of the special models like the the zombie or minotaur?

Current wing models do not include kobold, goblin, non standard humanoid skeletons such as hobgoblins. Not sure about orcs. Khaasta currently do not, but that might change in the future once the important stuff is done. Gith can have wings. No minotaur or gnoll.

I know halflings can support wings my halfling on another server runs around with a set of pink feathered wings. Wings can also be tied to cloaks so they can be colored and taken on and off.

I saw kobold mobs using draconic wings on a different server, so very likely their skeleton can support it. But I doubt if just straight outta box, though. But I wouldn't be surprised if they were using halfling capewing skeleton.

Technically, wings are cloaks.

Orcs have wings. Kobolds... no, none of the existing wing models will work with them, although I'll leave it to Ember if he wants to try to set wings to the halflings (although I thought halflings just used a human skeleton, because they don't have separate wings).

Everything except for their heads and hair on halflings is shared with humans. Just like all Planetouched. They should be able to use wings with no extra modeling...

And I really wonder how Haven made their winged Kobolds, because I know they used RDD - winged Kobolds spawned in an event.

Well Kemo is a dev for Haven, or at least was back in the day. Given she did about a billion million sexy time animations (we use some of the non-sexual ones here), I'd imagine she could handle remodelling a kobold.

Halfling can definetely have wings.
On another server my hin got a fluffy pair of wings when she used a wish. The staff had the wings on in no time.

I could even choose which ones so it isnpossible with all wings, they did show me my character with more or less all the possible wings existing in nwn2 at the time, which was six years ago more or less.

A halfling (or any other of the "core" races) who takes the half-dragon or half-outsider template classes should get wings at the capstone level. Currently, those are the only means of gaining wings for standard races, while other races such as Avariel and Aasimon automatically get wings, while others such as Baatezu and Tanar'ri get wings through their racial prestige classes.
