I had to reinstall nwn2 and was wondering if anyone happened to know a link to some where which would let me manually update from v1.2 to whatever the latest version was, 1.23 i think.

Manual Patches
Update Installer
I'm assuming you have an english version (if not, just change the language). Download all of the patches and download them from down to up, always check the patch number codes go in a consistent order and you'll be fine.
And yes there's practically two files which seems to not incrementally increase the games version number, that's because those both are patching up SoZ bugs.

I'd recommend installing the GOG version if possible, and just inserting your CD key into the little utility provided along with it. If you don't have the GOG version, you'll have to either buy it, get someone to send it to you, or torrent it.
The standalone patch might exist somewhere on the internet, but as Bioware keeps changing their website, I wouldn't know where. Google is your friend here.
EDIT: Seems Mr. O beat me to it. :P

The issue with the GOG version is it messes up the registry. I had issues with it last time so i just used my cd xD.

Well just follow the links and guidance I posted, and you'll be fine. That's how I handle the reinstallations. :P
