And this is exactly why Hardheads aren't liked. A rigid, unwavering and to-the-letter application of the law without compassion or compromise. A very LE / LN view of the law.
The market isn't anyone's HQ. It's unofficially where the, unofficial non-existant faction, Independents meet. It is not headed by any organization, because the indeps do not exist as an organization, they do not have the rights of a faction, and attempts to make them have such have been met unilaterally with 'then we lose the whole point of being indeps'.
And if someone is too dumb to leave their spears at home, or attach some way to carry them over their shoulder, or buy a bag of holding, then yes, they should be fined for having their weapon out, and if the person continued to refuse to put it away, confiscate the weapon.
It's not that hard. It's pretty damn easy. There's no 'lawful evil' about saying 'haha no, you have to put your weapon away, if you can't easily sheathe it, find somewhere to stow it'
Taihou - what you 'consider' as existing OOCly or ICly doesn't matter, because the bags of holding exist IC. Whether you like them or not, they are real, people sell them for cheap
and if you're playing a warrior monk with a vow of poverty, well, I guess you can just replace your 1gp cost spear when it gets confiscated, because obviously you can't have enchanted weapons or armor or anything with that vow of poverty. Makes it cheap to replace, at least!
