Well, if you'd prefer realism to Harmonium telling folks to put their spears in their pockets, they could always confiscate unlawfully carried weapons! :)
I think Mr. O hits the nail on the head really. Little things that should be no big deal become massive productions regardless of how reasonable the guard in question is, because that PC wants to make sure everyone in a 10 mile radius knows how Chaotic they are. (Been on both sides of that one at various points, so I feel the Chaotic folks :P)

My 'main' Alenetha is a Sensate - one who is not super well loved by her faction or at least some of their PCs [or wasn't when I stopped playing her around 8 months ago]. She thinks experiences and trying new things is the basis of all growth, that everything in the multiverse only is affected by the sensations it experiences, and is uh. Pretty critical of Carpet Knight style Sensates.
I just came back today really, after a long break, and I'm trying to get her back into RPing more actively, so she can start promoting her faction. It's hard to think of ideas though, since a lot of people view Sensates as either 'the hedonists' or 'the bards', and she is neither really [well, a little of the former, in the 'prefers happy experiences to shitty ones' way, not the 'sex woo' one]
But I figure getting my character established outside of factions, then getting her established in it will work. Just aiming on making friends and stuff first :)

Given, Market Ward entirely is officially an indep HQ, Indeps should rule over the Bazaar, which in my opinion should also give them full right to tell all those harmonium people to be gone, which hardheads will have to comply with, if they start picking at people and acting "as at home". From IC politics point of views it's actually far more complex. You forget that Indep philosophy more or less already says "we're not a faction" so they're hardly considered by law to have the legal rights of a faction... including rights to claim territory. Obviously the indeps think differently. Nontheless, Indeps are (as I see of course) quite protective about their rights. I am not certain, if it is lore-wise this way, but I always imagined Market ward would rather be guarded by "volunteers" (who would wear corresponding chevron) from amongst indeps, who free-willingly decided to safeguard the freedom for the sake of not allowing other faction to violate their rights.
And any true indep would definitely like to abuse formal faction HQ status to justify, why hardhead has no right to tell him what to do.
