To me it's not really about powerbuilding, and balance is a subtext that's holding things together. To me it's about designing. When some aspects of the game are holding designing new features back, that to me is a problem. Whenever new spells/invocations/powers, items, feats, classes or races are designed, you have to keep in mind everything that could in combination break them.
Also generally speaking, it's probably best if everyone takes a step back from this thread. ;) No one's winning anything by making it personal. Servers aren't made as a hivemind, they're made as a combination of ideas, so no... there's no dangerous ideas for the server, after all the staff will decide the direction regardless, only behavior that can decrease the general level of fun is dangerous for the server.

2 - Eventually and theorically speaking, not running for cover whenever there are huge exploits available (and I'm generically speaking of every situation), is practically equal to allowing Pun Pun.
3 - There are various shades of 'tardness. Some allow Pun Pun, some others have more decency and give +10 weapons in a level 1-5 campaign.

Ah campaign where all yer players are doin Pun Pun could be alright. The DM could have ah lot of neat an wacky challenges ta throw at tha players an see how they handle 'em. The game becomes fun based on -how to- and not -able to- That's tha kinda campaign where hilarious antics can easily make it ah ton ah fun. ^.^

I highly doubt that the SCOD staff will shoot themselves in the proverbial foot and ruin that aspect. All that's going to change is the fun in the ability to make powerbuilds. Really, this kind of design philosophy (rewarding RP-based builds over powerbuilds) should actually result in more diverse and fun builds across the server.
Honestly, I don't know how many times people on this forum have said things like, "Well, that build isn't as powerful". And I've just been here for less than 2 weeks. The goal should NOT be getting the most power. In fact, power should be a secondary concern, because the idea is that one will be joining a party anyway. By emphasizing RP over power, you reinforce the idea of RP'ing as one's class.
Finally, to address this point directly:
They still can make that kind of build. As was already stated by Ceremorph, the DMs won't be going around punishing for folks making a powerbuild. What will happen is that scripts will reward folks who tend to fulfill points #5 & #6. (You can reread that stuff yourself.) There will be nothing preventing you from doing a Favored Soul 18/Stormlord 10/Cleric 1/Shadowdancer 1 build. It most certainly is a "live & let live" deal. But the best way to encourage the kind of behavior you want on your server, in this case RP...is to reward folks who actually RP.

It is a lil curious. At first it's all about disliking casters for making melee redundant, now it's all about praising the right to gish.
