It's not a punishment really, it's just feasibility. Large models come with issues in general. Can you imagine fighting with one or two huge dragons and trying to be able to target anyone near the dragon without being forced to gimmicky keyboard targeting? :P

I'd have to agree. Being around lesser beings in dragon form is somewhat gauche, like having to remind everybody "rawr I'm a dragon". A dragon who would never take a lesser form... would probably also never willingly associate with mere humans and never leave their treasure-laden lair except to breed or feed.
And how about pleasing oneself's ego? Like staying around "lesser ones" in his dragon form, and simply enjoying his superiority (nay hurting anyone and possibly nay even insulting). Some dragons may be reasonable enough to obey laws, like nay attempting any violence inside city walls, but too proud to disguise themselves and that is absolutely imaginable, having attitude like "Thou shallt be grateful, I honoured lesser beings,like thou with my presense!".

Some dragons may also IC-ly be nay able to change form for some reason (Some mage had cursed him, parents did nay teach him, etc).

Quite simply, you're just going to have to adapt when in the bazaar. It's a mechanical issue that can't be avoided given the sizes, and we're quite lucky to have dragons at all! Regardless of opinion, of which are all valued and likely taken into consideration, people have been asked not to do it. If the request is unable to be followed then perhaps it's time to consider playing a dragon who can compromise - that power is in your hands! Otherwise, as stated, models will be shrunk and likely ruin the experience for those whom do play dragons in a considerate manner.

Those who have played dragons in the past, with exception of one, have all managed to adhere to this in an unofficial manner or taken the long route by going through other wards/around the outer pathways if there is an absolute dire need to remain in that form. If they can do it, and do it well, so can you.

Also, I'm pretty sure that it's the kind of things the Lady don't like and would be prone to act upon. Violently so. And even ancient dragons fear her. That should be enough to convince them to keep a low profile. If you're making a show of powers other than political and it cause problems, you usually end up torn to shreds.

It's really not only a mechanical issue; it's also an issue of common sense.

This is also an excellent point, Aslya.

Let us not forget the fact, additionally, that your typical ancient dragons likely do not feel the need to go around flexing their might on Sigil's neutral ground. Arrogant as they might be, if the belief is that 'lesser souls' are beneath them... why waste the breath to pay them any attention? We're talking about wise, aged beasts of superior intelligence that know when and where to pick their battles. I, for one, don't stop every ant on the sidewalk and treat them to a spiel about how powerful I am by comparison whilst giving the performance of a very unimpressive gun show.

If my druid dragon got stuck with wyrmling mode when I had to get to level 30 to even have dragon shape, just because of some of the new dragon's hijinks, that's a punishment. I built Q around being a big dragon, my time would then have been completely wasted.

Unfair, definitely. But I'm going to have a hard time thinking it as a punishment, which to me comes with the implicit notion of deliberate intent to retribute. Where as current situation seems more like a rollback after realizing that something functioned in an initially unforeseen way. That said, I think the DMs/Builders already have, or at least will have something in mind about solving your side of the case too.

As for dragons, the matter is clear "Keep it mechanically possible for other players to be in Bazaar"

But as for lore...
As someone mentioned The Lady... regardless of dragon issue, I think, she hardly cares about sizes of species in her city, rather for their actual acts and behaviour and that ONLY in case they threaten existence or balance of power in Sigil, or offends her personally. Lore-wise huge size hardly can be a crime for her.

On the other hand, fear is an emotion, that is often too overestimated: there are many things, that fear nothing, those with true warrior spirit, crazy insane fanatics, planars, that upon being killed in plane other than theirs would return to their own plane, liches, that feel no pain and are unkillable, unless their phylactery is found, simply fools,m who are too stupid to fear and many others.

To be honest, i think it is only at mercy of writers of official Lore, that Sigil has nay become a battle ground for Solars and Pit Lords clashing their armies: they are supposed to be fearless, fanatical and self-neglecting ready to do literally everything, permitted by respective moral code for greater good/greater evil to prevail and there could had been so many of them, that The Lady would have hard time flaying or mazing everyone of them (There of course is nay single answer to who The Lady is by er nature, but if we leave mechanics, where she indeed even has nay stats, alone and concentrate on lore, her suggested origins do nay suggest she is completely "allmighty").

The Lady is strong enough to shred a greater deity like paper, nothing is challenging her in the cage (except vecna i guess)
