If you have multiattack, yes, they can be quite strong, because each ab you have is 5% more damage... with a few caveats. Since it effectively increases your ab over the course of a round by up to 15, and what's more, it puts the extra ab in exactly the right places, it's sort of like multiattack increases your creature weapon damage by 75%. Basically, without multiattack creature weapons are completely and utterly pointless and a waste of everybody's time.
They used to be quite a bit stronger before nature's avatar was removed, in fact some of the stronger builds in the game involved creature weapons and druid spells.
