No, I doubt it. If someone wants to design a full-scale "Rakshasa" body, I'm sure they can. Otherwise, you're stuck with stop-gaps.

Would be far easier to build a new head, or to rescale an existing one...

I feel shrinking the head would be better, sewing the loose vertices edges of the neck and just shrinking it a little, so it fits. If it's small enough, maybe some head apparel would be possible, even. Remaking new geometry or starting from scratch would be a long painstaking process not worth the hassle. The half orc body would look like a werecat or a stripped minotaur, too hulky.
