Detecting anyone with True Seeing without consent is as much hostile, "god-mode", RP as is roleplaying of punching someone in the face without consent, or mind-reading without consent.
It all falls under the same umbrella - if there's no agreement beteen the players involved, then simply don't.
And the same about draconic sense of smell - if the other player allows, they you can. If they don't, well... Should be obvious.
