Is there still the same bug as NWN where if you pick a specialized school for your wizard, you can't cast any spells in the opposing school even from another class?

I dont recall this ever being a bug from nwn1, but then multiclasses spellcasters were super rare there.

Either way, I am aware of no such bug.

You will still be blocked from using scrolls from the opposed school however (unless they fall under the new classes allowance, such as wizard/sorc

Yes, unfortunately, at least in base NWN2. Whether that was fixed on Sigil, don't know.

From http://nwn2.wikia.com/wiki/Wizard#School_Specialization
wrote:[...] This does not only affect a Wizards spell selection; school specialization takes precedence over other base classes or Use Magic Device checks.

For instance, a multi-classed Wizard/Cleric can not cast Clerical spells from the prohibited school. So if that Wizard/Cleric has Conjuration as a prohibited school, he can no longer use Resurrection scrolls. [...]

Can't remember any SCoD related changes concerning that. So probably completely unchanged.

Note that this should only affect scrolls and not memorised or prepared magic.

I'm 99% sure it doesn't stop you from casting spells from your other classes. If you want to be sure, go make a level 1 wizard, grind him to level 2 and then get a level of cleric and test.
